# VR University: institutional readiness assessment and infrastructure strategy

Assessment date: 14 October 2026 (UTC). Source: the supplied 25-page WSCUC handbook print, revised September 2025, plus WSCUC's current becoming-accredited guidance and July 2026 eligibility update.

## Assessment conclusion

No institution-wide WSCUC criterion can responsibly be marked met from the journal software alone. The existing platform provides partial supporting capabilities for **10 of 41 criteria in the pre-university baseline**. The university release adds supporting mechanisms for additional criteria without establishing institutional compliance. All 41 institutional findings remain **not assessed**, including those ten. The release adds infrastructure to collect and independently review evidence across all four standards. It does not establish accreditation, eligibility, candidacy, legal degree authority, institutional sustainability or student achievement.

The Research University system and its Press are organizationally distinct in the information architecture. VR University is the inaugural institutional workspace. Existing VR School course snapshots, high-school admissions and AAR pathways remain precollege services. They are not relabeled accredited college programs. Platform access is separate from legal governance or academic appointment.

The source catalog contains 2,619 additional research records with licensed source assets plus 100 licensed APA source records: **2,719 ready source records**. A separate 100-article APA discovery list contains unresolved/NC/ND rights and is excluded from ingestion. The 7,000 goal has not been reached or verified. Stored evidence dates are displayed; asset validation is not a fresh check of every publisher's license or retraction register.

## Infrastructure delivered in this release

| Institutional purpose | Mechanism | Limits |
| --- | --- | --- |
| Four standards and 41 criteria | Criterion map, responsible functions, required evidence and separate internal findings | No fabricated institutional or Commission determination |
| Institutional accountability | Immutable submitted record bodies, actor/timestamp audit events, independent review, source-hashed private exhibits | Real governing decisions and legal records must be supplied |
| Academic quality | Faculty appointment exhibits, independent course-design approval, outcomes and explicit proficiency standards | Software roles do not establish faculty competence or degree authority |
| Program design | Exact approved course snapshots, prerequisites, defined learning units, explicit curriculum mappings and independent faculty/registrar catalog review | Only nondegree pathways can be published; degree proposals require real authority and institutional readiness |
| Student learning | Offering-specific portfolios, preserved source plus faculty judgments, independent registrar final records, outcome-based completion and historical corrections | Real students, qualified faculty, actual service delivery and longitudinal evidence remain necessary |
| Admissions and progression | ORCID-gated private applications, immutable versions, independent decisions, finite seat reservations, explicit offer acceptance and prerequisite enrollment | No fabricated admission, student achievement or enrollment data; adult university intake is separate from K–12 |
| Advising and learner rights | Assigned advisor feedback, independent source-linked academic appeals, private inbox, personal exports and consent-scoped record verification | Adopt and apply actual policies; live email delivery is not configured |
| Scholarly outputs | Assessed portfolio → explicitly authorized private manuscript → source-bounded Paper Agent → verified author consent → independent editorial review | Course assessment never automatically accepts or publishes a manuscript |
| Student support | Confidential student cases, independent assignment, response records and follow-up dates | Adopt service standards and an impartial appeal process; no fake response outcomes |
| Improvement | Actual private progression/mastery aggregates with defined numerators/denominators; separate reviewed implementation and subsequent-outcome exhibits required for closure | Measured improvements need actual data and institutional interpretation |
| Sustainability | Structured finance/governance/risk exhibits, evidence/appointment currency, preserved measured storage checks and protected inventory snapshots | No substitute for audits, budgets, independent board oversight or operational reserves |
| External review | Thirty-day read-only external appointments, protected evidence exports and hash-checked snapshots | Student/support records excluded; the self-study must still meet current Commission report and visit requirements |
| LMS portability | LTI 1.3 signed launches, browser-bound one-use state/nonce, exact issuer/client/deployment, explicit account linking; portable learning JSON | Real vendor registration/tests required; no roster/grade passback or 1EdTech certification asserted |
| Research intelligence | Licensed-paper discovery with original attribution and date/version/license; selected source agents verify saved text and retrieve unchanged passages | Title/abstract search does not establish findings; source-passage search is not an independent scientific judgment |
| ORCID-ready publication | Verified identities/consent gates, separate original and interactive-resource works, encrypted Member tokens, stable self-identifiers/put-codes, serialized bounded work reconciliation | Production writes await genuine Member API credentials and individual authorization; no original authorship reassigned |

## Strategy for evidence that exceeds minimum expectations

1. **Legal authority and honest scope.** Document the actual entity, postsecondary degree authority, mission and public educational purpose, governance independence, executive accountability, financial readiness and approved academic portfolio. Begin WSCUC inquiry, Alignment Review and Financial Review before representing readiness or pursuing eligibility. Maintain the original Commission correspondence as exhibits.
2. **Faculty-led curriculum and fair assessment.** Actual qualified faculty map program outcomes across coherent course sequences. Document entry, transfer, completion and educational-level requirements. Use explicit performance standards, moderated scoring, assignment/source versions and accessible assessment alternatives. Publication provides authentic scholarship evidence alongside comprehensive course/program assessment.
3. **Real learning and student success.** Build appropriately supported cohorts, track progression and completion using defined denominators, and gather qualitative learner feedback and graduate outcomes. Disaggregate carefully; do not expose small cohorts publicly. Evaluate research ethics, academic freedom, accessibility, advising, complaints and support effectiveness with real records.
4. **Durable operations.** Supply independently audited financials, multi-year budgets and contingency planning; validate board/faculty staffing, library/information resources, technology support and vendor continuity. Establish backup restoration drills, access recertification, security incident response, retention/deletion rules and evidence freshness cycles. These operational drills are recommended next work, not claimed completed by this release.
5. **Closed improvement with independent examination.** Set review cycles, baseline measures, accountable actions and resources. Verify implementation, collect later outcomes, and document what changed and why. Preserve contrary evidence and unresolved findings. Periodically calibrate faculty judgments and external scholarly peer review.
6. **An intelligible Commission packet.** Combine an evidence-based institutional report, required data exhibits and federal compliance materials with this protected source inventory. Provide concise reviewer navigation, source hashes, limitations, evidence periods and genuinely independent appointments. The platform can deliver the packet but cannot replace the report, required institutional data, peer evaluation, visits or Commission decisions.

## Proposed next technical releases

- Establish real degree authority and degree scope before extending the implemented nondegree curriculum, registrar and progression mechanisms to degrees, college credit or transfer recognition.
- LMS vendor pilots, conformance testing, signed tool configuration/JWKS where required, and scoped roster/grade services only after educational/privacy review.
- Defined institutional identity, office-based exhibit permissions, multi-institution tenant isolation and independently reviewed governance delegation before onboarding additional universities.
- Extend the implemented faculty/registrar-approved public catalog with genuine institutional scope/status and degree disclosures once verified.
- Redacted aggregate student-success dashboards with minimum cohort sizes, defined metrics and controlled publication of reports.
- Add scheduled evidence-freshness reminders, fresh source retraction/license checks and real backup/restoration drills. The implemented on-demand storage checks preserve actual results but do not establish recovery capability.

Automated tests verify technical workflows with synthetic actors and isolated storage. Live provider authorizations, real LMS launches, browser visual/accessibility QA, qualified faculty appointments, student cohorts and institutional compliance are not established by those tests. No official WSCUC status or comparative superiority over another institution is asserted.
